Abstract

The Quba-Khachmaz region is located in the northeastern part of Azerbaijan, holding significant economic and geographical importance. The region stands out for its natural resources, agricultural potential, and strategic location. Although various initiatives have been undertaken in recent years to develop industrial sectors in the region, the full realization of its industrial potential still faces significant challenges. The development of industry and the proper regulation of territorial settlement are crucial for ensuring both economic growth and the preservation of social justice. This paper discusses the optimization of industrial organization and the improvement of territorial settlement in the Quba-Khachmaz region. The main goal is to propose measures for the balanced development of industry and the optimization of population density across the region. The paper analyzes the current state of industrial sectors and presents strategic approaches for achieving a balanced population distribution. Additionally, the importance of integrating industrial and territorial policies is emphasized. This research provides specific and practical recommendations for optimizing industrial organization and territorial settlement to further advance the socio-economic development of the Quba-Khachmaz region and improve the living standards of its population.
