Abstract

The end of the First World War was accompanied by the intensification of the struggle of imperialist forces for strategically important regions, including the South Caucasus and Iran. The strongest rivals in these regions were Great Britain and Russia, both of which in every way hindered the strengthening of the Ottoman Empire. European states and Soviet Russia relied mainly on the destructive elements of the region, ie the Armenians, in their anti-Ottoman and anti-Azerbaijani policies. The implementation of genocide policies against the Turkish Muslim population of Azerbaijan was one of the most widespread political means of Russia and Great Britain. One of the great figures in the prevention of the policy of genocide against Azerbaijanis was Anvar Pasha, who was the military minister of the Ottoman state in those years. As one of the leaders of the Union and Progress Party, Anwar Pasha played a major role in the transformation of the Ottoman Empire into modern Turkey. His contribution to the formation of the Caucasus Islamic Army to assist Azerbaijan and Dagestan is undeniable, and the greatest achievement of this army is the prevention of ethnic cleansing by Armenians against Azerbaijanis.
For many years, Anwar Pasha’s military and ideological activities had a great impact on the spread of Turkic ideas in Islamic geography.
