Abstract

The political and military processes that took place in the Mughan-Lankaran region in 1918-1920 had a definite impact on the history of further development of the region and led to political, social and ethnic changes. At the time of the establishment of the Azerbaijan Democratic Republic, the Lankaran-Mugan region was one of the most tense places. During the tsarism, officers of the Russian troops stationed in the region and supported by the Russian population took an active anti-Azerbaijani position. During this period, S.Shaumyan and his gang, trying to seize power in the South Caucasus, set a goal to seize this region, given that Lankaran district is an important strategic and food region. For this purpose, 280 Bolshevik-Armenian Dashnak forces in Baku, consisting of Armenian workers, were sent to Lankaran district by the order of Shaumyan and the order of the Armenian National Council to disarm the Dikaya division in Lankaran. The ensuing genocide was almost raging in Lankaran.
The article analyzes the genocide, massacres committed by Bolshevik-Armenian Dashnak gangs in Lankaran district and political events in Lankaran-Mugan region within the political situation in Lankaran region during the Azerbaijan Democratic Republic and examines discussions and decisions on Lankaran issue in parliamentary documents of ADR.
