Although on the eve of the Islamic Revolution, the Shah's government sought to industrialize the economy and carry out agrarian reforms, as well as cultural modernization, its strict conserva-tive policies in the political and legal spheres deepened the country's economic, social and political contradictions. With the insistence of Western allies, the government's steps to create a liberal envi-ronment in the country have created favorable conditions for the expansion of the struggle against forces opposed to the regime. On the other hand, the efforts of foreign countries to interfere in the internal affairs of the country have created an opportunity for discontented opposition groups to openly express their views and hold protests, taking advantage of the situation.
