In the III–VII centuries, Azerbaijan became the center of military-political conflicts between the three empires (Byzantium, the Sassanids, and the Khazar Khaganate) of East Asia, which had interests in the Caucasus. These countries waged a long struggle for this region. They sought to seize this region, keep it under control, and use the military-political, economic, and trade potential of the South Caucasus in their political and strategic interests. Therefore, the relationship between these states was more of a military-political nature. In these relations, it is very difficult to find facts about economic, trade, and cultural connections.
The conquest of Atropatena and Albania's fall into vassalage deprived the country of direct foreign policy ties. In the III–VII centuries, Azerbaijan's foreign policy relations existed within the framework of relations between the Sasanian state and neighboring states.
