The outcome of the First World War was assessed by the victorious countries in their own way.
The advanced states, which considered themselves the bearers of the right to vote, were reluctant to approach
the creation of nation-states at the final peace conference. At this time, the preachers of national liberation
ideas, showing their dedication, persistently tried to impose the idea of creating independent nation-states.
On this way, putting his life in danger, M.A.Rasulzade considered the culture of Azerbaijan as the basis of an
independent national republic, persistently tried to prove that Azerbaijani national-spiritual values, having
deep roots, were capable of bearing the burden of an independent state being created on their shoulders.
Finally, a social and political figure who invested his life and creativity in the realisation of this sacred idea
was able to prove his case. The great powers, encouraged by his unshakeable will and profound intellect,
forced the nation states to recognise the right to gain independence. Thus, the Azerbaijan Democratic
Republic was established, which is considered the first Democratic Republic in the East. The basis of this
state was culture, culture of the people. As long as the bearers of this culture live, the Azerbaijani state will
resolutely continue its existence.
