The study of diplomatic relations and bilateral treaty-making between Safavid Iran and Russia is of fundamental importance for understanding the international dynamics of the eighteenth century. Due to the absence of permanent Safavid diplomatic missions at the Russian court, treaty negotiations and ratification procedures served as the primary mechanism for maintaining interstate communication. Particularly significant is the analysis of Russian diplomatic efforts to secure the ratification of the 1723 Treaty of Saint Petersburg during a period of severe political crisis and disintegration within the Safavid state. Despite the relevance of this issue, dedicated academic research remains limited, and the topic is addressed only in a small number of scholarly articles.
