Relations between Azerbaijan and Turkmenistan in the Use of Energy Resources of the Caspian Sea

Abstract

Caspian cooperation, which is the most important aspect of Azerbaijan-Turkmenistan cooper-ation, was discussed in the agreement “On the Importance of the Legal Status of the Caspian Sea” signed by the heads of the five coastal states in August 2018. This document was the beginning of a new stage of energy cooperation in the Caspian Sea. On October 10 and 25, 2019, one-on-one meet-ings were held between the President of Azerbaijan, Ilham Aliyev, and the President of Turkmenistan, Gurbanguly Berdimuhamedov. All these meetings gave their results on January 21, 2021. And a “Memorandum of Understanding” was signed on the joint exploration, development, and exploitation of hydrocarbon resources of the “Dostluq” field in the Caspian Sea.
On June 29, 2022, the President of the Republic of Azerbaijan, Ilham Aliyev, met with the President of Turkmenistan, Serdar Berdimuhamedov, in Ashgabat. The result of the negotiations gave a strong impetus to the implementation of the accepted projects, the use of energy resources in the Caspian basin, and the rapid development of Azerbaijan-Turkmenistan relations.
